California Legislative Update
----------------------------------
AB1984 - 21st Century High School After School Safety and Enrichment for Teens Program
If AB1984 passes, keep an eye on arts education. After school programs should not supplant regular daytime session arts curriculum.
AB 2950 - Instructional strategies: subject matter projects
Went into suspense Monday, August 5 in Senate Appropriations Committee. The suspense calendar will most likely be taken up the week of the 19th at which time the bills that advance will move to the floor for consideration. There is good prospect the measure will be successful.
AB 1781 - Instructional materials funding
The CA Alliance for Arts Education (CAAE) and the CA State PTA (CAPTA) are supporting amendments to Assembly Bill 1781 that will specifically authorize schools and school districts to use funds from this bill for standards based instructional materials in visual and performing arts.
For details on any of the above bills, go to California Legislative Information: http://www.leginfo.ca.gov.

ANNOUNCEMENTS

California Arts Day
----------------------------------
The California Arts Council (CAC) encourages you to plan a local event to celebrate Arts Day 2002 on Friday, October 4. Celebrate the major impact the arts have on California’s economy, the education and job preparation of our children and the health and vitality of civic life in our state. The objective of California Arts Day is to hold community celebrations throughout the state creating a major media event and garnering positive news coverage on the role and value of the arts, culture, and creativity in California.
This year's theme is "Cultural Bridges". You may begin submitting your Arts Day plans to CAC so they can be listed on the their web site. Even if you are only characterizing existing planned events for October 4th (or that weekend) as Arts Day in California celebrations, please submit your events to the CAC. The more communities that get involved, the wider the press coverage that can be garnered. Send submissions to artsdaylisting@cac.ca.gov.
For more information and ideas about how you can celebrate Arts Day in your community, visit the CAC web site at http://www.cac.ca.gov and download the Arts Day Toolkit as a PDF document.
CAAE is working for you in Sacramento
----------------------------------
The California Alliance for Arts Education (CAAE) is working to shape, develop and support legislation that will move us toward the goal of arts education for all California students. CAAE's Legislative Advocacy and Policy Committees, comprised of representatives from the professional arts educator associations and others from the CAAE Board, work with lobbyist Kathryn Lynch of Lynch Associates in Sacramento. The Committees' efforts include establishing legislative policy for the CAAE, monitoring legislation affecting arts education, identifying and analyzing key issues, developing response strategies, and building coalitions with partners in allied areas of interest.
The work of the Committee and the lobbyist are supported in part by the professional arts educator associations as well as by CAAE membership dues. If you are not an active CAAE member, now is the time to join CAAE in a unified voice for arts education. For membership information, go to http://www.artsed411.org or call (626) 817-6300. Please be generous in your support. There is much work to be done!
Should you have questions or wish to make suggestions regarding specific legislative bills, please contact the Committee Chair, Kaleta Brown, via email at kaletab@earthlink.net.

MAP Network Associate Memberships
----------------------------------
A new category of membership in the Model Arts Program Network (MAP Network) is available beginning with the 2002-2003 school year. Any school district in California is eligible to apply annually for Associate Membership.
The MAP Network began in 1999 with 14 school districts who received Arts Work Grants from the CA Dept. of Education to develop a process by which each district could begin to evaluate and improve the visual and performing arts programs in their schools. The Network has expanded to include 38 school districts in 2002-2003. Key focus areas include setting priorities for program improvement, determining what exists in the current arts program, learning about funding issues and opportunities, experiencing different approaches to standards-based curriculum development and student assessment, and understanding the benefits of community involvement. Participants gain experience in and information about implementing an arts education program for all students, benefit from presentations by leading experts in the field and from the collegial focus of the Network, which promotes an open and supportive exchange.
For more information about how to apply for an Associate Membership in the MAP Network, go to http://www.artsed411.org/map.html.

Now in its fifth year of work, the CA Arts Assessment Network (CAAN), supported by CA Dept of Education (CDE) Arts Work grants, is developing and piloting appropriate models for district level arts assessment. Their work for the 2002-2003 year includes expanding a collection of test items for baseline arts assessment and sample assessment formats. The CAAN Network has produced a professional development video/handbook set demonstrating the use of scoring guides to establish performance levels for student work in the arts. CAAN is also developing a project to explore the relationship between assessing the arts content standards and student work samples. A bill (SB 1548) sponsored by Senator Alarcon and the California PTA designates CAAN in assisting the CDE to develop a pool of diagnostic assessment items for the arts content standards.
