CDE Update - March/April 2004
Arts Work Visual and Performing Arts Grant Program
From 338 proposals submitted to CDE, 260 Arts Work grant award recipients have been selected for 2003-2004. The awards are divided among projects addressing visual and performing arts standards implementation, arts assessment network collaboration, model arts program network collaboration, and special standards-based arts education projects. The period for grant activities will be moved forward to begin October 1, 2003 and conclude on September 30, 2004. Final End-of-Grant Reports are due no later than October 31, 2004. In accordance to CDE policies, there will be no extensions permitted for Arts Work Grants. (update continues, use links at left)

CDE Update - January/February 2004
Revised Framework for the Visual and Performing Arts Approved
On January 7, 2004, the California State Board of Education approved the revised Visual and Performing Arts Framework. Two years of diligent work by educators throughout the state, in all four arts disciplines, revised 1996 Arts Framework to reflect the change to standards-based arts instruction the 2004 version. The 2004 VAPA Framework will have available a CD with the art that had previously been the centerfold of the 1996 version. This will allow teachers to project the work onto computers or screens for classroom use. The revised framework includes the arts standards as part of the document. The 2004 VAPA Framework will be available in hard copy (through CDE Press) and online at http://www.cde.ca.gov by mid summer, 2004. Presently the final draft copy can be downloaded at http://www.cde.ca.gov/cfir/vpa. This copy does not include the appendix, the art and pictures. CDE Update - October, 2003
The Sunset School of the ARTS located in Arcata, Humboldt County, is one of 218 nationwide public and private schools in some 37 states and Washington, D.C. chosen this year as a No Child Left Behind (NCLB) - Blue Ribbon School. Now in its 20th year, this national elementary recognition program sponsored by USDOE encourages states to nominate public schools that show dramatic growth and high achievement. State Superintendent of Public Instruction, Jack O'Connell, placed the name of Sunset, located in the Arcata Elementary School District, along with thirty other California public elementary schools that received the 2002 CDE Distinguished School Award. CDE Update - July, 2003
California Subject Examinations for Teachers (CSET) in Music and Visual Arts
California teaching credential candidates are required by law to verify their subject matter knowledge and competencies. As a part of the revised credentialing requirement enacted with SB2042 in 2001, the subject matter proficiency examinations required of applicants for all California teaching credentials including music and visual arts will be modified to meet the specifications contained in the new law. The California Subject Examinations for Teachers (CSET™) is a new testing program being developed by National Evaluation Systems (under contract with the California Commission on Teacher Credentialing) as the examination option to the subject matter competence requirement. The testing program will, over the next four years, take the place of the current Single Subject Assessments for Teaching® (SSAT) and Praxis™ II subject matter examinations. CSET tests in Art and Music are scheduled for initial administrations in spring 2004. (update continues.....)

Two New Arts Education Publications Now Available

Creative Collaborations: Teachers and Artists in the Classroom

A new publication providing a framework for effective collaboration between artists and teachers sponsored and funded by CDE is now available. Published by CAAE and the San Bernardino City Unified School District. Written by Vicki Lind and Elizabeth Lindsley in cooperation with the San Bernardino Unified School District and the California Alliance for Arts Education, Creative Collaborations focuses on the student, the teacher and the artist and what each brings to the learning environment in terms of expertise, responsibility and commitment. This book is an invitation to teachers and artists to work in a new way. Through collaboration, mutual teaching and learning, teachers and artists may uncover a rich opportunity to develop a discussion between two people who have a shared agenda, the development of children, but who typically work within different frameworks. Creative Collaborations can be purchased from the California Alliance for Arts Education for $12.81 (includes tax and shipping). Strategies to Strengthen Arts Education in California Schools

A second recent publication entitled Strategies to Strengthen Arts Education in California Schools is designed as a resource that focuses on a variety of experiences and strategies to help districts plan and implement their arts education programs. Compiled by Lee Hanson, Arts Education Consultant, the document is based on contributions from the school districts that are members of the Model Arts Program (MAP) Network. A major goal of the MAP Network is to share information on their experiences that might provide assistance to others in arts education. The information in the publication reflects the three levels contained in the Arts Education Continuum from the Arts Education Program Toolkit. CDE Update - May, 2003
Arts Work Conference Join together with those who are making arts education happen in California schools by attending the much-anticipated fourth annual Arts Work Conference. This highly regarded event will kick-off on Thursday evening, May 15, 2003 at the Sheraton Universal Hotel in Universal City, Los Angeles and will conclude on Saturday, May 17. The Model Arts Program network in cooperation with other California arts education organizations presents "Arts Education Programs: Priorities, Profiles, Policy" as the focus of this statewide conference bringing together those who are making arts education happen in California schools. UC/CSU Admission Requirements
The University of California and the California State University systems have revised admission requirements to include a year of visual and performing arts. The new entrance requirements will apply to entering freshman students in Fall 2003. For specific information, contact Don Doyle at <ddoyle@cde.ca.gov>. UC has created a new website for those wishing information on aligning high school courses in the arts to these new requirements. Arts Work Visual and Performing Arts Grant Program
Underscoring the keen interest in arts education in California, 335 applications have been submitted from school districts and county offices of education from all over the state for the CDE $6 million Arts Work Visual and Performing Arts Grant. While it is evident that the focus on reading and mathematics instruction is foremost in most schools, it is exciting to see so many districts making the commitment to developing comprehensive, standards-based arts education programs for all students. The applications are in the process of being read and scored. Notification of funding for successful proposals will occur after passage of the Governor's 2003-2004 budget by the Legislature. To keep track of the budget process, please note that the Arts Work grant program is listed as "Local Arts Education Partnership, item 6110-177-0001" in the Proposition 98 budget. Arts Work Visual and Performing Arts Grant Program
Underscoring the dramatic Renaissance in arts education in California, applications for the CDE $6 million Arts Work Visual and Performing Arts Grant program have poured into the visual and performing arts office by the hundreds. The deadline for submitting the grant application was January 31, 2003. With the current emphasis on reading and mathematics instruction, it is exciting to see so many districts making the commitment to developing comprehensive, standards-based arts education programs for all students. CDE Update - November, 2002
Local Arts Education Partnership Program (LAEP)
Applications for the Local Arts Education Partnership Program (LAEP) are now available at http://www.cde.ca.gov/shsd/arts or at http://www.cac.ca.gov. The LAEP program provides matching grants of $20,000 (from the sale of the California arts license plate) to local arts agencies in partnership with a school district or a county office of education. The grants are for planning and implementing comprehensive arts programs based on the Visual and Performing Arts Framework for California Public Schools, Kindergarten Through Grade Twelve. The program is a partnership between the California Arts Council and the CDE started in 1995 and provides an effective model of collaboration. The deadline for applications is February 28, 2003. Fourth Annual Arts Work Conference, May 15-17, 2003: Save the date for the annual Arts Work Conference to be held May 15, 16, 17, 2003 at the Sheraton Universal Hotel in Universal City, located in the Los Angeles area, twenty minutes from the Burbank airport. CDE Update - May, 2002
National Board Certification for Arts Teachers: The National Board for Professional Teaching Standards offers certificates for music and visual arts teachers. The Early and Middle Childhood/Art (EMC/ART) certificate is appropriate for teachers who teach students ages 3 - 12 and the Early Adolescence through Young Adulthood/ Art (EAYA/ART) certificate is appropriate for teachers who teach students ages 11 – 18+. Both certificates are appropriate for teachers who know the making and content of music or the visual arts. It can take up to three years to earn national certification. (update continues)

CDE Update - April, 2002
One More Voice for the Arts: There is another voice throughout the state speaking “for the arts!” The Concerned Californians for Arts Education (CCAE), in partnership with the California Arts Council, has an online petition encouraging school districts throughout the state to balance academics with arts education. This online petition provides some basic facts about arts education, suggesting informed citizens make better signers of this petition. Quotes from the California Arts Initiative Public Opinion Survey 2001(a CAC document) are encouraging pieces of evidence that there is an increasing public voice desiring the arts back in California children’s lives. **ARTS WORK Conference**: Mark May 16-18, 2002 on your calendar for the 2002 Arts Work Conference in San Jose at the Fairmont Hotel. This year the Arts Work Conference will focus on arts content standards, assessment, program implementation, and the process the MAP Network developed for a school district team to evaluate their visual and performing arts program has been held to assist individuals interested in providing high quality arts education programs for all students. Ten session strands with 100 workshops will cover a variety of topics in the creations of high-quality school arts programs. The purpose is to share information on implementing comprehensive visual and performing arts programs for school districts at various levels and stages and with different leadership capacities and budgets. This year, the expected conference attendance will be over 700. The Arts and Special Education: The introductory material to the new arts content standards indicates that all students should be able to successfully achieve in meeting the grade level requirements in each arts discipline. CDE Update - November
ARTS WORK Grant Program: This multi-layered competitive grant program provides additional funds to those in the LAEP program and provides funds to any school district or county office of education to develop arts standards, develop student assessment in the arts, join a model arts program network, or develop a special project in arts education. The LAEP Assistance grants are for $30,000, the LAEP Expansion grants are for $60,000, and the Arts Implementation grants are for $25,000. Arts Standards Awareness Workshops: A series of seven statewide one-day arts standards awareness workshops will be presented to focus on the importance of standards-based arts instruction, the format of the standards, and a discussion of possible first steps for introducing and implementing the standards. CDE Update - August, 2001
Visual and Performing Arts Standards: Content standards in dance, music, theatre, and visual arts were adopted by the State Board of Education at their January 2001 meeting. The standards guide school districts in developing comprehensive arts education programs at all grade levels. Preparations for publication of the standards are now underway. Copies should be available by late Summer 2001. A pre-publication copy of the arts standards can be downloaded on the California Department of Education website. (update continues...)

CDE Update - June 2001
Patty Taylor, distinquished arts consultant is retiring from the Department of Education. Patty's fourteen years at the CDE have been highlighted by her many accomplishments. These include the Framework for the Visual and Performing Arts, the Local Arts Education Partnership grant program in collaboration with the California Arts Council, the Superintendent's Arts Work Task Force, the $6,000,000 Arts Work grant program, the Model Arts Program, the California Arts Assessment Network, creation of the Arts Content Standards, and many other innovative programs, projects and publications. She has been an eloquent spokesperson for creating partnerships to advance arts education. Patty will be assuming a new role as an "at-large consultant in the arts" and as a fine artist.

In the meantime, Don Doyle will be assuming Patty’s responsibilities and an additional arts consultant will be added to the CDE visual and performing arts office. (update continues...)

CDE Update - April 2001
A new focus on teaching the arts in California public schools began with the publication of ARTS WORK, the report of the arts task force formed in 1997 by Delaine Eastin, State Superintendent of Public Instruction. The recommendations in the report are guiding statewide and local activities and initiatives among stakeholders as they plan, implement and improve visual and performing arts programs for all students and moved us to the recent adoption of content standards in the visual and performing arts.

The work of the California Department of Education (CDE) towards implementing the recommendations includes developing statewide networks of arts educators, arts providers, and administrators. Committees and work groups are developing processes, documents and implementation examples in areas such as arts standards development and implementation, student and program assessment in the arts, and model program criteria. The Arts Work grant program is benefiting hundreds of schools and a new on-line arts resource center will be launched in March 2001.

Arts Instructional Materials Bill
AB 869, as introduced, Shelley. The Arts Instructional Materials, Equipment, and Assistance Program. This bill would establish the Arts Instructional Materials, Equipment, and Assistance Program until June 30, 2006. The bill would require the State Department of Education to apportion funds to school districts, county offices of education, and charter schools on the basis of an equal amount per pupil enrolled in public elementary schools, middle schools, and high schools during the preceding fiscal year. The bill would require each district, county office of education, and charter school to expend funds received under the program for the sole purpose of securing instructional materials, equipment, or services that support or assist in providing or improving arts instruction for pupils in grades 1 to 12, inclusive, that meet prescribed requirements.
